Mario holds a Ph.D. in Project Management with a specialization in Ocean Governance from Atlantic International University (Hawaii, USA). With over 20 years of professional experience, he has worked extensively in Integrated Coastal Management (ICM) and Ocean Governance. Mario possesses strong technical expertise in protected areas and has contributed to various areas, including ocean policy and governance, ecosystem approach to fisheries management, coastal strategy and implementation planning, marine ecology and biodiversity surveys, as well as the establishment and governance of marine protected areas (MPAs), including the use of the Management Effectiveness Tracking Tool (METT). He has also participated in capacity development training on Marine Conservation and Protected Areas (MCPA) based on the IUCN Green List Framework, co-organized by CTC and IUCN in March 2023. Recently, Mario has served as a consultant for Blue Carbon Profiling in Timor-Leste under the ASEAN Blue Carbon Project with UNDP Indonesia, an Individual zpecialist supporting marine science capacity assessment and ecosystem-related data compilation for conservation planning in Timor-Leste with UNESCO Jakarta, and as Lead Researcher for community-based marine sanctuary case studies in Beloi-Atauro and Com-Lautem, contributing to the development of Marine Protected Areas guidelines in Timor-Leste
